सभासद् गुल्मी क्षेत्र नं ३ Mr. Chandar Bahadur Thapa "Sagar", who has been elected to the Constituent Assembly from Gulmi constituency number 3, is the valley in-charge of Maoists' sister organization Young Communist League. He defeated CPN-UML's Gokarna Bista to become a Constituent Assembly member. Bista had incidentally, inspired Thapa to take up politics. Bista hails from Gulmi's Dohali VDC. Thapa was born in 1974 in a family of six children to parents Damayanti and Indra Bahadur. His late brother Mahendra Thapa was killed in police action, during the time of insurgency. Thapa regards this as an incident which he could never forget in his life. His wife Kalpana teaches at a local school. Thapa had started his political strides during his schooldays by involving himself in student politics through the then CPN-ML. Following his stint with CPN-UML, he was a member of the college union and president of ANNISU at Butwal Campus. He was attracted to Maoist warfare, after CPN-Maoists launched the people's war, and he became the District Vice President of Maoist sister organization ANNISU-Revolutionary, in Gulmi. He later became People's Army's Platoon Joint Commander, Brigade Commander, Urban Guerilla Commander and Special Task Force commander. Sagar says that he took part in 37 Maoist action against the police, during the time of insurgency. He played a role of field commander in the valley during the 19 days of people's movement. He says that his focus would be in writing of the constitution that would guarantee the rights of employment to the youth.
